The Treasury Department said automatic enrollment in Trump Accounts is complete as of Oct. 1, with more than 60 million children now holding accounts their parents or guardians must claim to manage.
Who was enrolled?
Every eligible child in the United States under 18 with a valid Social Security number, according to Treasury. Enrollment was automatic, meaning no application was required and the accounts exist whether or not a family is aware of them. The programme launched in July.
What does claiming involve?
Downloading an official app on Android or iOS, verifying your identity and your relationship to the child, submitting that for review and accepting account terms. Until an account is claimed, a parent cannot manage it or enable contributions from family members, employers or friends.
How much can go in?
Up to $5,000 a year in contributions. The account is held in the child’s name with a parent as custodian until the child turns 18, at which point the child gains full access.
What happens at 18?
The child controls the money, with no stated restriction on what they do with it. That is a significant design feature and worth understanding before contributing, since a parent putting money in is handing an 18 year old unrestricted access to whatever has accumulated.
What is not explained?
Several things that determine whether this is worth using. How funds are invested and whether parents choose, how the accounts are taxed on contribution, growth and withdrawal, whether any government contribution accompanies enrollment, what fees apply, whether balances affect eligibility for student aid or benefits, and what happens to an account that is never claimed. None of that appears in the available account, and all of it bears on the decision.
Should parents claim immediately?
There is no stated deadline, so the urgency is lower than the announcement implies. A parent can reasonably wait until the investment, tax and fee terms are clear, since claiming an account is not the same as understanding what it does.
What is the scam risk?
High, and immediate. An announcement directing 60 million families to download an app and submit identity documents and a child’s details is precisely the setup fraudsters wait for. Expect fake apps, text messages and emails within days. Download only from the official Treasury website rather than from a link, verify the publisher in the app store, and treat any message claiming your account will be forfeited unless you act as fraudulent. No government programme requires payment to claim an account.
Where should information come from?
Treasury directly. The details that matter here are the ones not yet widely reported, and a programme of this size will generate a great deal of secondhand explanation that is wrong. Trump Accounts terms should be read at the source before anyone commits money.
